By Herbert C. Young

Understanding Water  Rights and Conflicts, Second Edition, by H. Court Young, is offered both as an downloadable Ebook and on CD-ROM. The Hydrologic Cycle and Physical Supply of Water

Major U.S. River Basin Maps and Moisture Cycles

An Overview of the Major State River Compacts and Agreements

The Appropriation Concept and Legal Availability of Water

The Multiple Use of Water

The Compatibility and conflicts between uses

This book will help you understand the reasons that water supply and availability are so critical to our quality of life. You will be able to better understand the issues and make informed decisions.

The use of water in arid sections of the world is divided into three basic areas: physical supply, legal availability, and multiple use. Physical supply is the amount of water provided by rain or snow, or is available from wells, lakes and rivers. Legal availability is that amount of water that an entity is legally entitled to or legally controls. Multiple use is the concept of using water for many and often conflicting things, such as drinking and boating.

What happens if you have the legal right to use water from a stream but there is no water physically in the stream? Western United States Ski areas are facing a problem that falls into this category. They want to use water for making snow during the low flow times in the fall and winter, which further reduces the water in the stream. However, spring and summer recreation is as important economically for the ski areas as the winter recreation. They are finding that if too much water is taken out for snow making, the fisheries and other summer uses deteriorate. As the world's population increases, conflicts such as these will only increase. Decisions will be required, and a better informed population will be required.

Recent Headlines like "Precious snowpack zeroed out", The Denver Post, June 2, 2002, bring to the forefront issues involving water and water use. "In an average year, they'd [the river basins] melt out in July sometime." said Tom Gilespe of the federal Natural Resources Conservation Survey.

This book explains water rights and water conflicts in easy to understand language. You will understand the reasons that water battles between the states in the Western U.S., as well as other dry areas of the world, will only get worse. As one expert in water has noted, "The next major war will probably be over water."

For the researcher or student, this book is like a Cliff's Notes or Fortus Notes for water issues. It is a must for any technical or school library. In Adobe PDF format, fully indexed and searchable, the CD version is a wealth of information. Along with the ebook is an extensive list of web site links, a University and Private Water Agency directory, and much more!
