The use of water in arid sections of the world
is divided into three basic areas: physical supply, legal availability,
and multiple use. Physical supply is the amount of water provided by rain
or snow, or is available from wells, lakes and rivers. Legal availability
is that amount of water that an entity is legally entitled to or legally
controls. Multiple use is the concept of using water for many and often
conflicting things, such as drinking and boating.
What happens if you have the legal
right to use water from a stream but there is no water physically in the
stream? Western United States Ski areas are facing a problem that falls into
this category. They want to use water for making snow during the low flow
times in the fall and winter, which further reduces the water in the stream.
However, spring and summer recreation is as important economically for the ski
areas as the winter recreation. They are finding that if too much water is
taken out for snow making, the fisheries and other summer uses deteriorate. As
the world's population increases, conflicts such as these will only increase.
